[KN] Tax holidays
[AN]
exempted from paying from paying taxes for a period of time
[AN+]
this would encourage firms to produce more as their cost of production would have decreased
[KN] make it easier to enter the market
[AN] by reducing the amount of steps taken to start a business
[AN+] this would encourage more people to start their own business
"Exempted from paying from paying taxes" should be corrected to "Exempted from paying taxes."
this would encourage firms to produce more as their cost of production would have decreased" could be improves for clarity. For example, it could be rewritten as "This would encourage firms to increase production due to the reduced cost of production."
Overall aside from this good answer

tax freedoms like tax holidays" could be revised for clarity. For example, it could be rephrased as "tax incentives such as tax holidays."
Governments can implement measures to reduce the security requirements for start-ups, facilitating easier access to necessary funds. This can help businesses operate more securely by financing their essential activities." The second point would also be improved and lead to a perfect answer.
