Governments provide important services like healthcare, education, police and transport.
(APP)
For example, a government hires doctors in hospitals, teachers in school and police officers to keep people safe.
(AN)
Because these services are needed by everyone the government employs a lot of people in the tertiary sector, making it one of the biggest employers.

KN: Governments are big tertiary employers because they deliver education, health and administration which are basically public jobs.

APP for e.g. the state employs teachers, nurses and civil servants to run schools and hospitals.

AN: It shows that many steady public jobs are provided by Goc that serve everyone. Public roles offer stable pay and benefits that attract staff. These are all service based jobs needed to run the country.

[KN] A country’s government is a major employer in the tertiary sector because it provides essential public services required to run any state.
[APP] For example, it employs teachers in schools, doctors and nurses in hospitals, police officers for safety, and civil servants to manage government work.
[AN] These jobs are all service-based and are needed to keep the country running smoothly. For instance teachers can give skills which means more income potential, hospitals cure at least/no cost which means lower absenteeism in jobs overall, higher productivity for businesses. At the end all these adds up to the expansion of economies & GDP of the country.
